Do ebikes have some artificial blocking limit for speed and range? Is it possible to increase it?

It really depends on the model. In general, there are 2 ways to do it.
1.
Some bikes will have a special code you can enter, and "unlock it" and in some cases it might no longer be considered legal. Example of that would be going from Class 1 to Class 2 and your local laws might only allow Class 2. The manufacturer puts that responsibility onto you and you can unlock it, but you have to take the risk and consequences.
2.
The second way, is more difficult and considered more of a hack. That is when you switch some parts, or maybe you flash the firmware. Example would be switching a controller. You got to know what you are doing and if it is safe.
